Student transfer guidelines implemented

At the July Union Parish School Board meeting, two motions were approved that affect student transfers within the district. They are as follows:

1) Students of minority race (non-white population) at Bernice (K-8) may transfer to Downsville High School. Transportation will not be provided. This is in addition to the School Choice Plan mandated because of School Improvement, which allows any student at Bernice to transfer to Spearsville (K-8), Farmerville Elementary or Famerville Junior High. Transportation is provided to these schools as part of the State Mandated School Choice Policy regarding School Improvement Options.
Students of white race at Downsville (K-8) may transfer to Bernice (K-8). No transportation will be provided.

2) High School Students (9-12) in any school in Union Parish may attend Farmerville High School for the purpose of participating in academic programs not offered at the outlying schools. These opportunities include academic classes of vocation and non-vocational content. Courses include Advanced Placement offerings in English, Math, Science and American History, which are considered a part of the Magnet Program. In addition, vocational courses in Pre-Engineering, Welding, Certified Nursing Assistant (LTC), Carpentry (LTC), Family and Consumer Science Courses, as well as Business classes are offered.

Athletes: Students that wish to participate in athletics must meet mandates prescribed by La. High School Athletic Association (LHSAA). “A student who transfers to a magnet high school or the magnet curriculum of a dual curriculum high school with school board approval shall be eligible to represent the magnet high school in athletic competition immediately if the transfer is at the beginning of the school year at the lowest level of entry offered by the school. If entry occurs a grade level above the lowest grade level offered in the school after the beginning of the school year, the student shall be ineligible at the magnet school for one calendar year. Interpretation: The lowest (grade) level of entry offered by a school refers to the first opportunity the student has to attend the magnet school or the dual curriculum school’s magnet component at the beginning of the school year upon transferring into the school system if this occurs after the state of the school year.” LHSSA Handbook

The 2009-2010 school year is the only opportunity any student in grades 9-12 can transfer without penalties, because it is the first opportunity available. In subsequent years, only incoming freshman will be granted immediate elegibility.
If, at any time, a student drops the magnet program or changes to the regular curriculum in a school outside his/her home attendance zone, he/she shall become inelegible immediately at the dual curriculum school for one calendar year.
