Judge approves charter

Only three weeks after the Union Parish School Board officially approved Downsville’s Type 3 Charter proposal, U.S. District Judge Robert James, during a September 6 federal court hearing, echoed the decision.
James’s approval was necessary due to a 1969 federal desegregation order and court decision resulting from Cleveland v. Union Parish School Board. Any issue related to school demographics and services must be approved by James until he deems the school district’s status “unitary” in several areas.
